If you apply for employment in the public sector and Armed Forces (both permanent and temporary) you should expect to be asked to provide information and documentation to confirm your identity, employment or educational history, Nationality & Immigration status and Criminal record (unspent convictions only) and would also be applied to all private sector employees working on government contracts (e.g. contractors and consultants), who require access to, or knowledge of, government assets protectively marked up to and including CONFIDENTIAL.
There are no access restrictions for this level of disclosure and the result may be sent to the applicant or the employer.
Baseline Personnel Security Standard (BPSS) formerly Basic Check (BC) and Enhanced Baseline Standard (EBS) (formerly Enhanced Basic Check or Basic Check+ (EBC)) is not a formal security clearance check but aims to provide an appropriate level of assurance as to the trustworthiness, integrity and probable reliability of prospective employees.
Essentially, BPSS is good recruitment practice and widely used to check of identity documents and employment / education referees etc., but is a pre requisite to formal and higher security clearance levels. In this case a BPSS is completed together with disclosures. A Disclosure is a document containing impartial and confidential criminal history information held by the police and government departments which can be used by employers to make safer recruitment decisions.
Depending upon the job location / organisation e.g. England & Wales, Ireland or Scotland, may depend which authority / body is used to obtain disclosures e.g., The Criminal Records Bureau (CRB) provides a service for England & Wales, Disclosure Scotland is a service provided to manage and operate the Disclosure service in Scotland and AccessNI provides a service for Northern Ireland with Disclosures at Basic, Standard and Enhanced levels (EBS).
Other Clearance Levels are Counter-Terrorist Check (CTC), Security Check (SC) and Developed Vetting (DV).
BPSS are normally conducted by the recruitment authorities or companies to the agreed standard, and because they underpin the national security vetting process it is vital that they are carried out properly and thoroughly and before any further vetting is completed.
